Open University Malaysia (OUM)
ABOUT UNIVERSITY
Open University Malaysia or better known as OUM was established as the seventh private university in Malaysia on 10 August 2000. Although incorporated as a private university under the Private Higher Education Institution Act 1996, the University leverages on the quality, prestige and capabilities of its strategic partners - representing a consortium of the 11 public universities. OUM adopts the motto “University for All” which is consistent with its philosophy to democratise education. This philosophy underlines the belief that education should be made available
to all, regardless of time, place, age and social economic background. The open and distance learning (ODL) mode is specifically targeted at working adults who need to take care of their families as well as manage their careers while pursuing higher education.
OUM now stands tall with a cumulative learner enrolment exceeding 79,000 compared with its initial intake of 753 students in August 2001. Only four programmes were offered then but the number has since grown to 70, covering programmes from diploma to postgraduate levels.
In May 2007, the Education Ministry in collaboration with OUM launched the Distance Learning Programme for Teachers in Remote Areas that provided the opportunities for some 200 teachers serving in remote areas to further their study. More importantly, 19 of OUM’s programmes have been accredited by the Malaysian Qualifications Agency (MQA).
OUM is the first institution to be given the approval by the Ministry of Higher Education to implement the Open Entry system in 2006 which allows the University to admit learners based on assessment of their prior learning experience.

Learning Centres
Apart from its main campus located at Jalan Tun Ismail, Kuala
Lumpur, OUM has established a strong network of learning centres
nationwide. Besides its own building, it also uses facilities at selected
public and private institutions of higher learning for teaching and
learning. These learning centres are strategically located in major
cities and towns throughout Malaysia.
Currently, OUM has 61 Learning Centres nationwide. The Learning
Centres are managed by a team of administrators. These centres are
fully-equipped with tutorial rooms, computer laboratories, library and
Internet facilities.
POSTGRADUATE PROGRAMMES
Centre for Graduate Studies
Introduction
The Centre for Graduate Studies (CGS) aims to provide quality
postgraduate programmes in the open and distance learning
environment through multi-mode learning methods. It is the nerve
centre for postgraduate studies in OUM. It plans, manages and
coordinates all postgraduate programmes at the University, working
in concert with the subject matter experts, facilitators, moderators,
supervisors, examiners and other professionals.
The objectives of the Centre are to:
- Provide postgraduate education across all disciplines
- Act as a focal point for all matters relating to postgraduate studies
- Promote and enhance a new body of knowledge by integrating
multidisciplinary fields of study
- Promote research and development in relevant areas of academic
interest
- Promote and enhance lifelong learning in postgraduate
programmes through state-of-the-art technology and multi-mode
learning delivery
The major functions of the Centre are to:
- Plan, manage, coordinate and facilitate postgraduate programmes
locally and internationally
- Implement and review rules and regulations for postgraduate
studies including curriculum, research requirements and other
academic matters
- Assist the various faculties in planning, implementing and ensuring
quality postgraduate programmes
- Provide management support for postgraduate learners and
academic staff
- Promote collaborations with local and international institutions

- Lecture Theatres: Well-equipped to suit the need of learners
- Digital Library: Vast resources for both learners and tutors
- Learning centres: 61 learning centres nationwide equipped with
tutorial rooms, computer labs and prayer room. Computers and
software are updated constantly for the benefit of learners. Besides
that, the learners at the Regional Centre can enjoy using their own
PC at the computer lab.
- Learner Management System: This on-line facility allows interaction
among learners, on-line discussions with tutors, communication
via e-mails, etc.

How to Apply
To apply for admission to OUM, log on to www.oum.edu.my, the
University’s website for online application OR obtain a copy of the
printed Application Form from OUM office.
Application Procedure
- All sections of the form must be completed and the declaration
signed and dated.
- Enclose 1 certified copy of all academic certificates and
transcripts.
- Enclose 2 copies of recent passport size photos, one to be attached
to the application form. Please write your name at the back of the
photo.
- Enclose a non-refundable application fee of RM 50.00 in the form
of bank draft/money order/postal order made payable to OUM.
Remarks
- Applicants applying via the Internet must send the necessary
supporting documents and processing fee by mail.
- Foreign applicants are required to provide evidence of adequate
financial support (e.g. bank guarantee, scholarship, etc.).
- Incomplete application forms will not be processed.
